Mr. Bright, To ask the Secretary of State for Foreign Affairs, whether, if the Chinese were to give notice of the termination of the Chefoo Convention in order to get rid of the obligation to admit Indian opium, they would still be prevented from excluding it by the Treaty of Tien-tsin.
